Study Topic Areas

  • Study Topics and Projects 

The activities within the Topic Areas are supervised by Topic Chairmen appointed by the Technical Committee. The Topic Chairmen automatically become members of the Bureau in an ex-officio capacity. The tasks under each Topic Area have been divided into specific projects and each project is led by a Project Manager. The Project Managers act as Rapporteurs and seek input from experts within the ABU membership and if necessary, from outside.

 Topic Area Production
Kazim Pektas

Is responsible for studies related to Production and consists of the following projects:

  • Radio & Television Archiving including Metadata for international programme exchange
  • Ultra High Definition TV
  • Systems for people with special needs
  • IT -based Production System and file-based workflows

Topic Area Transmission
  Is responsible for studies related to Production and consists of the following projects:

  • DTTB Coverage and Frequency Planning
  • Mobile Digital Multimedia Broadcasting
  • Standardisation of API for DTTB including Multimedia
  • Delivery using Network and Content Protection

Dr Narichika Hamaguchi
 Topic Area Training and Services
Is responsible for studies related to training and management which consists of the following projects:

  • Training and Capacity Building Reports
  • Low-cost infrastructure and Equipment
  • Support to Developing Broadcasters

 Topic Area Spectrum

Dr Li Leilei

Is responsible for studies related to Spectrum:
  • Studies on frequency-related matters on IMT and other terrestrial
  • mobile broadband applications
  • Use of the frequency band 694-790 MHz by the mobile service in Region 1 and related studies
  • Studies on broadband Public Protection and Disaster Relief communications (PPDR), technical issues and spectrum requirements for broadband PPDR
  • Additional primary allocations to the fixed-satellite service (E-to-s) of 250 MHz in Region 2 and 300 MHz in Region 3 within 13-17 GHz
  • Spectrum requirements and additional allocations for the mobile-satellite service within the frequency range from 22 GHz to 26 GHz
  • Studies on solutions for global/regional harmonization of frequency bands and tuning ranges for ENG use in bands already allocated.
  • Possible use of Spectrum between 75 GHz and 3 000 GHz by Broadcasting services
  • Possible use of LF Band for Digital Radio Broadcasting and Spectrum Allocation
  • Frequency Requirements for Sound and Television Broadcasting
  • Coordination of Shortwave Schedules (Continuing Activity)


Is responsible for studies related to Broadcasting and Disaster Risk Management
  • Disaster resilient broadcasting (redundant systems)
  • Warning for evacuation in advance of disaster.
  • Informing and updating the public on status and necessary precautions to take.
  • Working with authorities in relief and mitigation efforts after disasters.
  • Providing well-being and relief information.
  • Work closely with all stakeholders in educating the public and building a safe society.
